Informatics Research Seminar: The March to Health Information Exchange for Meaningful Use: Technology and Policy Considerations for Participants

This seminar will consist of two presentations. The first presentation will focus on the capabilities that NCHICA has led under a contract with the HHS Office of the National Coordinator for Health Information Technology (ONC) to establish a secure, standards-based capability so that the 16 hospitals that participate in the Western North Carolina Health Network’s Data Link Project have the ability to exchange summary patient record information with the Charles George VA Medical Center that has responsibility for the care of over 30,000 Veterans in Western NC.  This activity uses the Standards, Services, and Policy framework for the Nationwide Health Information Network Exchange (NwHIN Exchange).  The second presentation will discuss the privacy and security issues that are considerations as health care organizations participate in sharing Protected Health Information (PHI) within a Health Information Exchange construct.


Holt Anderson is the executive director of the North Carolina Healthcare Information & Communications Alliance, Inc. (NCHICA), a private, nonprofit consortium of healthcare providers, payers, corporate partners, professional associations and government agencies formed in 1994 with the mission of improving health and health care in North Carolina by accelerating the adoption of information technology and enabling policies. Holt has served or is serving on various councils, committees and governing bodies including:

  • The State of NC lead for the Nationwide Health Information Network (NHIN) Phase 1 “Architecture Protoypes” and Phase 2 “Trial Implementations” and current Emergence Implemenation funded by contracts with the HHS Office of the National Coordinator for Health Information Technology (ONC).
  • Board of Directors of the National eHealth Collaborative (NeHC).
  • Advisory Committee for Region D HITECH-funded Community College Consortia for Training HIT Workforce.
  • Technical Advisory Panel for HISPC “Privacy and Security Solutions for Interoperable Health Information Exchange for the RTI International contract with ONC and Provider Education Collaborative.

Adam H. Greene

Adam Greene is a partner at Davis Wright Tremaine LLP. He is a veteran health law attorney and a former key regulator at the U.S. Department of Health and Human Services (HHS), where he played a fundamental role in administering and enforcing HIPAA privacy, security, and breach notification rules. At HHS, Adam was responsible for determining how HIPAA rules apply to new and emerging health information technologies. He was instrumental in the development of the current enforcement process. Adam’s work at HHS during the evolution of HIPAA and related regulations had given him a keen understanding of the agency interactions with the health care community.
